Were wearing and had been wearing

"It's a good thing that they had worn their seat belt when the accident occurred." correct

"It's a good thing that they were wearing their seat belt when the accident occurred." correct

"it's a good thing that they had been wearing their seat belt when the accident occurred." wrong

my question is that why we can't use "past perfect continuous" form? if the continuous form is wrong, why we can use past continuous? if the action is continuous why we can't use "past perfect continuous"?

You can.

I think your "correct" and "wrong" labels are misplaced. I'd say that the first one is wrong; the other two, OK. The continuous is correct in both cases.
