He probably wouldn't act like that if he [ were / is ] in Japan.

Would anyone tell me which is more appropriate, "were" or "is"?

It's because of the "if" and because of the "would" in the main clause.

... would ... if ... were .... is the grammatical pattern. (Or If ... were ..., ... would ....)
