Were vs have been

The last couple of concerts I've been to were/have been Arcade Fire and Shins.

Are both ok ? If "have been" is correct can it also work in the following sentence

The best cities I've been to are/have been London and Paris. (I know that "are" is the usual option here but is "have been" also correct or at least tolerated?

I'm sure you guys have an opinion about this question and I'd like to hear it. I just thought it would be interesting to see if "have been" can work in those sentences and why. I know this usage is quite common especially in spoken English.

I think that "are" and "were" are pretty OK, while "have been" will be barely tolerated.
