thank you so much. I had a grammar exam as part of my job application, but I was told that my answer to that specific question was wrong

That's OK, too. The problem is that as the sentence stands, there is no single answer. For example, here are yet more good answers:

Before the concert starts, the tickets should be / must be / will have been collected.

However, if you were given only 3 choices,
