"Were using" verus "used"

In the following sentence would the phrase "were using" or the word "used" be more appropriate? Or, would they both work adequately depending on how the writer wants to communicate the time frame of the sentence?

"In the 1920s, eighty to ninety percent of all American films were using some form of tinting or toning."
