Were they to stop and think about it?

Hello everybody.

This limitation means that, to a large degree, humans are
wired for inattention and inertia, which in turn leads to a gap between what people really want (were they to stop and think about it) and what they do.

Would you please tell me why the sentence in parantheses is in question form?

This is a slightly more formal way of constructing an if-clause in a second conditional construction. It's not a question. Here's an easier example:

if I thought about it ~ if I were to think about it ~ were I to think about it
