Were or where

Dear Sir,

Please consider the following sentances written in a report of mine, I am not sure whether to use were or where, thank you

4.1 Roof:



The roof was covered in stone flags, laid in diminishing courses; there were? pierced terracotta ridge cappings bedded on sand/cement, there were snow protection boards to most roof eaves.

The roof coverings had slight damage to some tiles, including broken corners and other similar slight damage, there was vegetation growing out from some guttering, but generally the condition was reasonable. Rainwater goods were? cast iron to the gutters and plastic down pipes, gulleys were generally brick, some in poor condition ( see pages 17,18,19 externals photo’s)with some covered in vegetation and therefore not accessible.

No lightning protection was evident.

The bell tower was not accessible.

"Were" is correct. It's the past tense of the verb "to be." (There are pierced terracotta ridge cappings - present tense)

"Where" is an adverb. There were places where missing flags left the planking exposed.

If you use a semicolon after "courses," you should do the same after "cement."

"To most roof eaves" does not work.
