Were establishing a wreck the size

I can't understand the usage of Passive Progressive and especially its position which seems an absurd in the following sentence:
Non-invasive survey dives down the years were establishing a wreck the size, position, age of construction and artefacts of which all tally with records of Columbus's voyage. (Extract from "Sure about The Santa Maria)
