"went to a breakfast"

He went to a breakfast this morning.

Does this "breakfast" mean "a breakfast restaurant"?

I looked "breakfast" up in a couple of dictionaries, but I didn't find such meaning.

But in this quoted passage from a page I found on the Internet

My wife went to a breakfast this morning where Ruda Landman of Carte Blanche was giving a talk which although attempting to give a balanced view of the potential of the country, was naturally leaning towards the positive messages.

The word "where" tells of the preceding noun being "a place"...

Please shed some light.
