Went looking for him

When Jim abandoned his family, the police went looking for him.

I want to know can I use 'the police were lokking for him'?! what is difference between went looking for him and were looking for him?!
I coudn't find 'go looking for somebody' in diictionary. Is it fixed phrase in english?!
Thanks.
