In this talk show, actor Mark Ruffalo talked about his Halloween weekend with his kids.

He said at 0:43 of the video, “We had several of their friends with us, and we went down the two blocks that allow Halloween in New York City.” And then he said, "It kind of skips a block or two." Ruffalo joked. “It’s amazing how stingy New Yorkers are about Halloween… Maybe it was the neighborhood we were in.”

What does he mean "they went down the two blocks that allow Halloween"? Logically, it's not the two blocks that you go down but the neighborhood you arrive in after going down the two blocks that allows Halloween, right?
