Went close to her

a. He went close to her.
b. He went near her.

These could mean 'he went up to her' but could they also mean he was walking or running close to her... They were both moving and they were close to each other.

I think 'he went up to her'/'he went up close to her./he went up near her.
clarify that the intended meaning is that he approached her.
