Thank you for your reply. I've found another example of the usage in The Guardian: The chancellor's well-trailed announcement that money for onshore turbines will be cut in favour of offshore is welcome in part, but it makes no sense.

Perhaps 'well-tailored' would make more sense.

I found "audit trail" which means "records which show a series of steps leading to the present financial situation". I guess "well-trailed budget" has something to do with following the estimates made in a budget, or how exact every step in a budget has been figured out.
