Is it idiomatic to say 'a well thought out decision' ?

Well - - not exactly. We sometimes say a decision is informed by X, Y, and Z. (Those are not necessarily people.) I usually think of them as outside sources. That is, sources probably not directly connected to the decision being made. I suppose you could say that your decision was informed by some previous experience in your memory.

It is perfectly correct to say. Gurus here may have differing opinions on how to write [punctuate] it. My attempt would be "well thought-out decision".

How about thoroughly considered?

Or just reverse it. The decsion was well thought out, so that implementation was easy... etc.
