I see both on internet and most well-read person too - is this wrong?

I would say "more well-read".

The opposite would be "less well-read"

Certainly with all the "well-+ something" adjectives, I would treat them all as long adjectives. "He is more well-known in America than in the UK". for example.

No this is not wrong.

He is a well-read person.
He is a more well-read person than she is.
He is the most well-read person in India.

For me - "He is the best read person in India" - sounds very odd.
