It sounds natural to me but it sounds more formal than everyday conversation. If someone said it, It would not sound strange at all to me.

I have never known a woman to own a comb. My wife and daughter, and every female I have ever known - use a hairbrush. The ladies of old England had a maid who would brush their hair until it shone.

What are you trying to say?

Perhaps "she has well-combed / well brushed hair" would be used for a little girl who comes to school neatly groomed. But that is rather old-fashioned.
