"Well" as an adjective

There are cafes in Pskov (Russia) and Kiev (Ukraine) called "Very well cafe". Is something like that possible in English?

No, not in any normal sense. Of course, people sometimes deliberately give businesses weird names for special effect, but if this was created by someone who doesn't speak very good English then most likely it is an error.
