..............and procedures to assure(like in the previous post) the benefits for the insitution.
You know, I am learning, How have you said this sentence? Your help is very useful for me.

"It's a little tough" = "It's somewhat difficult." (Times are tough right now.)

It's a casual expression, quite old, sometimes sarcastic:
"Hey! You just took my parking space!"
(reply) "That's tough!" (So what? What are you gonna do about it?)
