Welcome + to + somewhere

Hi.

Is it necessary to say "to Britain" here?

Welcome to Britain!

I mean, why necessary when it's obvious?? So can one just say "Welcome!"?

When it's obvious what you are welcoming someone to, you can of course just say "Welcome!". However, I'm not sure that "... to Britain" would often be obvious. What situation are you thinking of?
