Weird question?

Hi all,


After a flood alert due to the rising levels of the River Seine, 250,000 artworks 1--- out of the Louvre Museum's basement storage rooms which 2 ---


Which ones below complete the first and second blanks best?


1- must have been moved 2- might be flooded

1- had to be moved 2- would have been flooded

1- may have been moved 2- could be flooded

I think first one should be "had to be moved" but I could't figure out the second part. I need an explanation Micawber.

The Louvre Museum is next to the Seine river. If there is a lot of rain, the water in the river rises. There is danger that valuable art will go under water and get destroyed by the flood water.

"Which have been flooded" part is confused me much. Is there a flood possibility or there is an flood happened? Need an explanation. I don't understand advanced sentences like this.
