I think first one should be "had to be moved" but I could't figure out the second part. I need an explanation Micawber.

The Louvre Museum is next to the Seine river. If there is a lot of rain, the water in the river rises. There is danger that valuable art will go under water and get destroyed by the flood water.
"Which have been flooded" part is confused me much. Is there a flood possibility or there is an flood happened? Need an explanation. I don't understand advanced sentences like this.
