Weigh little vs. weigh less

Hi

(The phrase I am looking for is for those dishonest shopkeepers who do not weigh things (on their scales) in an honest way.)

Are these sentences natural?

Everyone says he weighs little.

Everyone says he weighs less.

Those refer to his body weight.

By the way, if he was dishonest, would he not more likely do the opposite?
