But "small hours" sound absurd to me. How hours can be small?
Anyway, as you mentioned, if it's hours following midnight, I guess it is after 12 a.m.

In my language it sounds pretty natural. Think of small hours as small numbers. Emotion: smile

Those are small numbers.

In the wee hours -- after midnight, before "morning."
