It sounds incomplete because you haven't said what we believe. Besides, the tense is wrong. You need to put something in the brackets below and phrase it like this: We have believed [...

We have believed [... (that) something ...] since 2010.

For example,

We have believed that pigs can fly since 2010.

Also,

Since 2010 we have believed that pigs can fly.

It's supposed to be a catchy headline.

UFO. We believe since 2010.

So do I have to use past participle no matter what?

Is this sentence still incorrect?

"We have believed since 2010."

Do I have to state what do we believe in?
I'm just trying to keep the sentence as short as possible.

CJ's first response is still relevant.

Five years of UFO sightings. (A headline need not be a full sentence.)
UFOs observed since 2010. Believe it or not!
