Is this correct?

Or, if you're talking about the past, as the title seems to suggest:

What about the person who wore/was wearing the dress?

Both "wore" and "was wearing" are grammatically possible.

The scenario is I want to reply to this comment, so should I use past tense or present tense?

In this case which is advice to use, wearing or wore?

Is person B trying to make person A say "I love you"? It wasn't immediately obvious to me. As for the verb, "is wearing" would be the correct form.
