Would you say that both sentences are equally natural?

His failure to attend would be construed as weakness, or at best indecision.

Unless he fail to attend over and over again, it's not "a weakness."

It might show "weakness" instead of "strength" if he fails to show up at some specific thing, perhaps where he may be challenged.
