Why can't D work too? D makes sense too.

D ==> We could enter the theater after the movie started.

You see now? D makes sense. Then, why can't we choose it?

Actually, it doesn't make sense. In one of your previous questions the word "hardly" came up. "scarcely" has the same meaning. These words express the idea of "almost not" doing something, of "almost not" succeeding (but succeeding anyway).
