We were meant to be

“I can’t pretend that I am just a friend because I am thinking maybe we were meant to be.”


Shouldn’t it be are meant to be?


Why use were? Is there a difference in meaning with the use of were?

I think it's a case of future-in-the-past. At some (indeterminate) past time it was predestined that we would "be" (presumably meaning get together as a couple) in the then future. "are" would also work.
