"we must to turn to"

is the phrase "we must to turn to" gramatical?

As in: in our efforts to understand religion we must to turn to religious practices.

I spotted it in a paper I'm reading and my first reaction was that it is a typo! Then I googled it and found 19,000 something instances of its use. I'm confused!
