I am a little confused on this.
Eg. We have received a complaint from Natalie via email regarding a blouse that she has bought.
VS
We received a complaint from Natalie via email regarding a blouse that she has bought.

“We have received..” = Present perfect tense (received recently)
“We received…” = Past tense (received at some unspecified time)
“…that she has bought.” = Present perfect tense (bought recently)
“…that she had bought.” = Past perfect tense (bought a while ago)
“…that she bought.” = Simple past tense (bought at some unspecified time)
