We don't know (that)

A: It's twenty past eight now. He didn't make it.

B: (trying to be optimistic) We don't know (that).

A: He didn't make it, OK? He would have called us by now if he had.


Would you include 'that' here? (B's saying that they can't be sure that he didn't make it)

I think you almost have to add "that" or something more, for instance "We don't know he didn't." A bare "We don't know" is possible, but it sounds incomplete.
