We can say "in the last year" but not "in last year"?

However, we should say, "The Giants won the world series last year", not "The Giants won the world series the last year".
In another context, for example, "From 1990 to 2000 the only good thing happened was the Giants won the world series the last year.", we should use the last year.

So my question is, does "last year" in "The Giants won the world series last year" mean "in the last year"? And we should never use "in last year?" The function of "last year" is an adverb.

In the second sentence, "the last year" means "the last year of 1990-2000", does it omit "in" before "the last year"? The function of "the last year" is also an adverb?

Usually A=B but we use B because it's shorter, and C is used if you are pointing to a certain year. D is never used.
