we are watching means 'some body watching us or we are watching somebody'

i have seen in a video as 'you are watching xxx', means : somebody watching me?

It can be different in different contexts. You have to give us furthur context.

It can be one of these:

1.somebody is looking at sth(esp. a TV program)
