We are program

http://www.knollslab.com/nrprogram.html

"For more than 50 years, the Naval Reactors Program has been at the forefront of technological and operational innovation. We have a proud tradition of producing reactor plants for submarines and surface ships that provide unprecedented endurance and power. We also train the sailors who operate those plants. We are a Program with cutting edge technology, high technical standards and integrity. "

"Program" is a list of activities. So, it doesn't make sense to write "we are a program", as there are no people in a program. Am I wrong?
