Because sales in the Asia-Pacific Region have been disappointing for the last three years, we are moving to revamp out entire marketing approach in that region.

Is it right to view the latter half of the above sentence as "we are going to innovate entire marketing approach in that region?"
Besides, does "revamp out" equal "revamp?" Thanks.
