Ways to reference a source?

Hi. I think these follow the APA style of writing and why is that one way is different than the other?

John Doe avers that what they need is more talking activity rather than times spend on doing assignments (1998, 8)

John Doe (1998, 8), who did an extensive study on the issue, reports on the importance of the use of extensive talking activity in the classrooms.
