Way to go

I have gone through all other posts on "way to go" [Waida go] is this a American word? So I roughly got an idea about what it is.

Please let me know if it should be used while jokingly congratulating someone or while seriously congratulating. Can this word be used while we are using it on our superiors or to a respected persons or in a serious talks? Is this word used to denote 'well done' only when its thats seriously done?
