'way state collapse'

"Somalia, just across the Red Sea, provides a grim warning of the way state collapse is good for al-Qaida." [From the article by Ian Black in The Guardian.]

My question is: is the phrase "the way state collapse" a noun one or it is rather a clumsy way of avoiding 'that' in the noun clause "...of the way that state collapse is good for al-Qaida."?
