Wave on

Hello...

What does "He waved me on." mean?
Maybe "He waved to me to say to come to him"?

Or it can mean this meaning, "He waved to me to say to come to him", only after I started to come to him?

If I was not already going toward him, how can we say the meaning?
The meaning, "He waved his hand to say to come toward him"....
Maybe, "He waved to me to come to him"?
Is there any simpler way to say this?

You almost certainly were not already going toward him. "wave someone on" is used more in cases where, let's say, there's a line of people waiting to get through a checkpoint, maybe at an airport, and an official is there "waving people on" as a way of directing them into the line and to keep moving in that line.
