"top of the pops" means the most popular pop music. I believe it is a weekly radio program on the BBC that plays the most popular music for that week.

I'll try to rephrase this whole sentence. Tell me if it's correct

I suppose a turning point would be when we saw the Jam band on top of the pop charts (I'm not sure it's a good phrase) and then we would realize that even if you can't play really well, it is not a problem at all (because despite the fact you cannot play you can be on top).

The writer (Edge) is the one who would realize that success in pop music does not depend on the ability to play.
And he is stating his opinion that members of "The Jam," or "the Jam" as a group cannot play well.

I'm not 100% sure if he's saying that he SAW them and only then did he realize that you don't have to play well to take part in this music program

I'm confident that he did not see them, and is only making a "what if" statement. .
