It is a metaphorical speech in your context. The author tries to convey that the situation was boring and nothing was good enough.
Literally speaking, your interpretation about watery drinks is right. But I don't reckon if any water has been added to the drinks in that situation.

A small correction.
When we say that "the drinks were watered" it actually means that the alcohol used to make the drink has had water added to it - usually by unscrupulous bar owners, caterers and the like. I even knew a guy that would water his whiskey to make it go further. Talk about cheap !
