Watch whether / if

Hello.

Do you think that "watch" can be followed by "whether" or "if" as shown below?

1. After Sonia Gandhi's surgery, one major preoccupation of Delhi's political class was towatch whether she would get back to her routine party work soon. (Economic Times)
