I am confused about whether the was/were refers to the "tools" or the "newest generation".

Thanks for the response. This was a sentence that a coworker had written. I said think it should be "were", he says it should be "was". I think "was" is grammatically correct, but nobody would say it that way in a normal sentence. Therefore, I think the sentence should be rephrased so that it is not so awkward.
