Hi. What does it mean? I heard it in a song. It says, "And I'm wasting away, away from you."

Does it mean that he's dying or he's being consumed?

Usually not.

I've heard it used to mean that a person is losing weight and becoming weak.
But more often it's like the old expression "pining away." (Not used currently)
It means a person is lovesick. Love, perhaps unrequited, has rendered the person unable to function normally.
