Wasn‘t or weren‘t with second conditional

Which is correct: If my phone wasn‘t broken, I could call a taxi. If my phone weren‘t broken, I could call a taxi.

I know that it is „If I were you...“. Is it always „were“ with all persons?

Thank you!
