Wasn't able to pay or pay for the medical bills?

Hi. Please help. Which is correct? Perhaps are they both correct? Do they have different meanings?

1. He wasn't able to pay the medical bills.

2. He wasn't able to pay for the medical bills.

I would only use the first one.

You pay for things and services, and you pay bills. But you don't pay for bills.
