Was/is

My friend makes a bad joke about me in public. I say in on the spot to the person next to me:

He was just joking around! Or

He's just joking around!

Are both useable even though the joke was only a few minutes ago.

SHould it be past tense or present tense since the joke was a few minutes ago?
