Was/has been

Could I use was?

-When Japan __ given self-governing status from 1967, its government continued to be loyal to the values of the Americans.

My friend says 'from' means 'since that time', so 'has been' is the only correct form, and 'was' is wrong; but my opinion is different: 'from' and 'since' are different grammatically, and I think 'was' is OK and good English. Do you agree with me?
