Was wearing

Hello, teachers!
Please help me with this.

1. She [wore, was wearing] a sky blue skirt at the party.
- In this context, both tenses have the same meaning, don't they?

2. When I saw her, she [wore, was wearing] a sky blue skirt.
- In this context, only 'was wearing' is correct, isn't it?

Thank you very much.
Peace!
