Was vs. has been

Believe it or not. This is the first time I have managed to make a proper cake. I have tried it many times before, but each time it (be) ........................ a disaster.

b) has been

Both sound OK to me. I'd probably choose b) has been because it says 'each time', which implies these failures have been occurring over some time, ending in present time.
