Was to be....

Hi

The Barbican Centre, where the RSC were based, was to be a cathedral of highbrow British opera and theatre.

--- Does "was to be" refer to the future?

--- what does this whole sentence say? Does it say that the B.C. where the Royal Shakespeare Company acted was going to become a theatre and an opera for British intellectuals?

At some point in the past, there was this plan (a fairly substantial intention) for the RSC. At that past time, you might say the plan was for the future. When we put it this way, we usually mean to imply that the plan didn't work out.
